Job Description:

The successful candidate will support the delivery of the Department of Veterans Affairs (VA) Supply Chain Modernization (SCM) with a focus on leading this effort to create a unified supply chain technical architecture and assist the VA’s efforts to modernize their supply chain tools and processes. These efforts would include supply chain mission and vision creation, strategy development, and end-to-end transformation deployment (plan, source, store, move, return, enable), change management and training for sustained successful implementation performance. This will also include supporting supply chain strategy design, archetype development, and operating model deployment. The System Architect will have extensive experience with the design, development, deployment and implementation of large/enterprise programs with phased implementations spanning years. The System Architect will work with the Lead Technical Consultant, Lead Architect, and Scrum Teams across the entire program to support all aspects of technical design, integration, and program delivery for SCM. The SCM solution will be focused on the Veterans Health Administration (VHA) where supply chain is critical to providing Veterans with the health benefits they have earned through their military service. This role supports all operational facets of SCM that are GDIT facing to meet the functional requirements unique to VA, VHA, Veterans Benefits Administration (VBA) and National Cemetery Administration (NCA). The SCM managed service solution will include customer success factors, service level agreements, and quality thresholds for continuous monitoring and reporting.

This candidate will support a team of highly qualified supply chain functional consultants (data management, inventory management, order management, asset management, warehouse management, facilities management, risk management) and technical consultants (software as a service platform, integration, zero trust, networks, cloud management) to prepare the SCM Roadmap and Strategic Plan to guide VA with a successful SCM experience. This is a highly technical position. Upon task order award, the System Architect will collaborate with the Chief Systems Architect, Lead Technical Consultant and Lead Functional Consultant for defining and maintaining the SCM Roadmap and Strategic Plan. They will also assist in assembling a team of resources – both GDIT and partner subcontractors. The candidate will oversee with the implementation of the SCM as a managed service with multiple low code tools, critical system interfaces to VA enterprise systems, and measurable outcomes continuous VA review. The ideal System Architect will possess strong knowledge of enterprise system architecture and integrating systems together to form a supply chain portfolio for VA. Additional technical skills in supply chain portfolio optimization techniques, segmentation and end-to-end capability design, network strategy (warehousing and logistics), Enterprise Resources Planning (ERP) and Supply Chain technologies are expected. The candidate will be expected to have significant experience customizing and developing enterprise technical solutions for complex private sector organizations, federal government and/or large healthcare customers.

Duties and responsibilities will include, but are not limited to:

  • Collaborating with the SCM Chief Systems Architect and Lead Technical Consultant to architect and execute the strategies for supply chain modernization

  • Collaborating with all Scrum Teams to architect, prioritize, and lead the development of changes and customizations across multiple functional areas including data management, inventory management, order management, asset management, warehouse management, facilities management, risk management, etc.

  • Developing future technical requirements for modernization and best practices (across all supply chain functional areas and operating model requirements)

  • Orchestrates complex functional delivery through multiple supply chain platform tools

  • Reviews and audits solutions design and implementation to ensure functional delivery compliance of SCM objectives and cyber security posture

  • Provide technical guidance to a large pool of technologists working in multiple business areas, large supply chain COTS products, commercial cloud environments, DevSecOps tools, legacy system modernization, and collaboration tools

  • Coordinating with other architects to develop an achievable roadmap for delivery of a modern supply chain that delivers value now (0-6 months), next (6 months to 3 years), and beyond (3 years+)

  • Utilizing professional judgement, critical thinking skills and research to improve program processes and resolve issues affecting program performance

Minimum Requirements:

  • Bachelor’s Degree in business related field, engineering, or a related scientific or technical discipline with at least 15+ years of experience

  • At least 5+ years of experience architecting, designing, and implementing complex enterprise solutions

  • At least 2+ years of experience in technical leadership position overseeing implementation, modernization, or upgrade of major supply chain, logistics, integrated product engineering, healthcare delivery, and/or facilities management COTS products, such as Infor, GHX, or Nuvolo

  • At least 1+ years of experience auditing system design and cyber security compliance

  • Experience implementing and changing any of the following capabilities: Enterprise resource planning (ERP), Logistics, and Supply Chain capabilities supporting Inventory, Warehouse Management, Sourcing, Procurement & Order Management, Transportation Management, Asset Management, and Supply Chain Risk Management.

  • Understanding and experience with Agile & Lean principles & methodologies for application development

  • Must demonstrate critical thinking skills to resolve operational issues and identify risks and mitigation

  • Must have outstanding written and verbal communication skills with the ability to present business leaders

  • Must be able to obtain a Position of Trust and successfully pass a thorough Government background screening process requiring the completion of detailed forms and fingerprinting

Desired Qualifications:

  • Strong knowledge of VA OIT enterprise logistics and supply chain information technology systems is preferred

  • Experience with technology solutions from leading vendors; experience within VA enterprise infrastructure is preferred

  • Experience with logistics, warehousing or supply chain systems and/or health care systems

  • Active VA access including assigned CAG and PIV
